Perfilan inversión pública de $us 5.015 millones. Experto sugiere activar ‘motor’ de la inversión privada y de las exportaciones.
¿Son el gas, el litio o la agropecuaria el futuro de Bolivia?. Después de 16 años, a octubre de 2021, con datos del Instituto Nacional de Estadística (INE), las exportaciones de productos no tradicionales sumron $us 2.245 millones, valor que supera las ventas externas de hidrocarburos ($us 1.940 millones). Además, el litio se perfila como el nuevo impulsor de la economía boliviana, que en diciembre cotizó en más de $us 27.500 la tonelada. Las cifras reflejan que las mejores perspectivas para impulsar la economía boliviana están en la producción y el litio, frente a una alicaída oferta de gas natural.
Hasta octubre de 2021, la soya y derivados ($us 1.140 millones), castaña ($us 141,2 millones), girasol y derivados ($us 103,4 millones) y carne bovina ($us 92,2 millones) fueron los productos del grupo no tradicional con mayor peso en el comercio exterior de Bolivia.
Según la Cámara Agropecuaria del Oriente (CAO), las exportaciones de origen agropecuario acumuladas a octubre de 2021 sumaron $us 1.554 millones, un 83% más con respecto a 2020.
En valor, en el periodo de análisis, los 30 productos de origen agropecuario más exportados alcanzaron los $us 1.535 millones, siendo la torta de soya el principal producto exportado con una participación del 39%, le siguieron aceite de soya (26%) y carne bovina (5%), mientras que los restantes 27 productos en conjunto sumaron (29%), donde se anotan, entre otros productos, aceite de girasol, alcohol, azúcar, leche en polvo, chía, maíz para siembra y cueros.
Entre tanto, a noviembre de 2021, con cifras del INE, la extracción de hidrocarburos mostró una recuperación paulatina del sector, debido a las exportaciones de gas natural que crecieron un 11,2% y combustible (petróleo) un 92,9%.
Con respecto al litio, según el Ministerio de Hidrocarburos y Energías, citado en la agencia estatal ABI, la empresa Yacimientos de Litio Bolivianos Corporación (YLB) generó Bs 191,1 millones por venta de cloruro de potasio y carbonato de litio en el país y en mercados de exportación.
A medida que despega el mercado de vehículos eléctricos, la demanda mundial de litio superó la oferta por primera vez en 2021, según S&P Global, y se prevé que el déficit se amplíe. Los precios del carbonato de litio transportado por mar han aumentado de un 437% desde el inicio de 2021 (a más de $us 27.500 por tonelada), mientras que los precios del hidróxido de litio han subido un 254% durante el mismo período, según datos de S&P Global y Trading Economics.
No dejar pasar oportunidades
El presidente de la Cámara de Exportadores de Santa Cruz, Oswaldo Barriga, dice que en el caso del gas natural hay que hacer fuertes inversiones en exploración para renovar reservas que se están agotando vertiginosamente. En el litio, dijo que también deben desarrollarse fuertes inversiones, además de que pasarán algunos años para su explotación. “La agropecuaria es la que nos puede dar resultados inmediatos porque las inversiones están realizadas para una producción que ya abastece al mercado interno y que genera excedentes para la exportación”, vertió Barriga, al expresar que es una oportunidad que el país no debe dejar pasar.
En criterio de Barriga, se necesita voluntad política para eliminar la restricción a las exportaciones y premiar el esfuerzo de los agropecuarios bolivianos.
Activar los ‘motorcitos’
Para el analista financiero, Jaime Dunn, el Gobierno ha implantado el ‘Modelo Social Económico Comunitarios Productivo Parte II, La Venganza’, porque viene cargado de una hostilidad muy notoria contra los empresarios privados, especialmente cruceños, y empujando la política por delante de la realidad económica. “Nos habla (Gobierno) de los ‘motorcitos’ del avión de la economía que es la inversión pública y el consumo que usa hace 15 años, pero se olvida mencionar que un país -para crecer- tiene cuatro motores: consumo, inversión, gasto público y exportaciones con una balanza comercial favorable”, anotó.
Alude que el Gobierno hace volar la economía con dos de los cuatro motores, es decir, a medias. Por temas ideológicos el motor de la inversión privada y las exportaciones han quedado apagados”, dijo Dunn, al insinuar que se debe activar los ‘motorcitos’ de la inversión y las exportaciones y de comunicación con el sector privado. “Los problemas son muy grandes para que el Gobierno pretenda resolverlos todos solo”, refirió.
Para el investigador de Estudios de la Realidad Económica y Social (Ceres), Roberto Laserna, el mejor futuro es construir con trabajo y creatividad. “Puede ser con o sin gas, con o sin litio, en la agricultura o en las artes, pero en un ambiente de libertad, con un Estado que proteja los derechos de las personas y funcione como un árbitro, evitando el juego brusco y la mala intención, y asegurando que todos cumplan las mismas reglas”, anotó.
En opinión de Laserna, los sistemas económicos son exitosos si dejan a la gente tomar la iniciativa, hacer pruebas, fracasar, volverse a levantar, disfrutar del éxito, cambiar. “Para enfrentar esa incertidumbre se necesita una economía flexible, adaptable y abierta. Ello se logra donde la gente tiene la libertad económica y política para emprender”, vertió.
Francesco Zaratti, experto en energía, cree que el futuro de Bolivia no dependerá de un solo recurso natural, como fue la plata, el estaño o el gas, sino de una diversidad de actividades económicas: minería (incluyendo el litio), agroindustria, hidrocarburos, etc.
A su juicio, esa diversificación de actividades económicas debe estar acompañada por una multiplicidad de agentes económicos como las energías renovables. “En suma, menor importancia a los recursos naturales y menor protagonismo del Estado”.
Diversificar, el camino
El presidente de la Confederación de Empresarios de Bolivia (CEPB), Luis Barbery, cree que el país tiene la oportunidad, pero también la necesidad de entender que el camino es la diversificación, que la economía no puede seguir dependiendo de una sola actividad y menos de un solo producto. “Hay que explotar e industrializar el litio, seguir invirtiendo en exploración y comercialización de gas y minerales, apostar fuertemente a la agroindustria, que hoy tenemos desarrollada, pero también a otras como la quinua y la castaña”, dijo.
A decir de Barbery, no se debe pensar el futuro de Bolivia a partir de un producto o área, sino la integralidad, la diversificación y, sobre todo, el aprovechamiento de las capacidades de la población.
Para la Federación de Empresarios Privados de Santa Cruz la agropecuaria es la actividad económica más importante de Bolivia, “su crecimiento sólo requiere de voluntad política para desplegar todo su potencial”, dijo.
Jean Pierre Antelo, dirigente de la Fepsc, cree que el futuro del litio, los hidrocarburos e incluso de la minería, dependerá de convertir al país en un destino atractivo para la inversión extranjera.
El presidente de la Confederación Agropecuaria Nacional, Óscar Mario Justiniano, insinuó que no hay uno sobre otro y que el gas, el litio y la agropecuaria, todos juntos, son el futuro de Bolivia. Empero, dijo que el agro es ‘sumamente’ importante por ser de crecimiento rápido sin afectar al medioambiente, por su diversidad de productos y mercados, las fuentes de empleos directos e indirectos que genera y el impacto económico directo.
Para el empresario Cristóbal Roda, la lección aprendida en pandemia es que el mundo puede dejar de hacer minería, hidrocarburos, turismo, construcción, etc, pero no puede dejar de comer; por tanto, si el sector agropecuario boliviano no paró de crecer ni siquiera durante la crisis sanitaria, la salida a la crisis tiene que ver con el agro que hoy genera alimentos y energía.
